Federal Engagement

IWUA is active in federal advocacy efforts. This includes regular engagement with Congressional staff (including committees), the Bureau of Reclamation, Natural Resources Conservation Service (NRCS), Corps of Engineers, and other federal agencies. We value the opportunities to work with our federal partners and work hard to maintain and strengthen the relationships we have developed.

IWUA is a member of the National Water Resources Association (NWRA) and the Family Farm Alliance (FFA), two national organizations working to advocate on behalf of water users throughout the west. Click below to learn more about these organizations and to see how you can be involved.



Idaho water users are fortunate to have Congressional representatives that understand the value of water in Idaho and work hard to protect Idaho’s interests. If you'd like to learn more about each congressional officer, visit their webpage, linked below.

IWUA closely monitors federal issues, including:

    • Clean Water Act regulation, including the definition of Waters of the United State (WOTUS);
    • Endangered Species Act regulation;
    • Federal budgets, including funding of grant and loan programs for water infrastructure projects;
    • Improving efficiencies in federal processes – particularly federal contracting processes; and
    • Operational issues relating to dams and reservoirs in Idaho.

Two pieces of legislation that IWUA is currently working on are:

    • S2160 / HR6107: Providing access to non-reimbursable funds (up to 35%) for extraordinary maintenance needs on Urban Canals of Concern. 
    • S843 / HR2694: Amending the Bipartisan Infrastructure Law to allow additional Carey Act operating entities to have access to funds for the rehabilitation or reconstruction of Carey Act dams.
